We are currently seeking an Environmental Oversight Technician to collaborate with large scale electric transmission construction projects.  This is a field position, and the candidate must have experience with environmental compliance in relation to Site Development and Transmission Linear construction projects. The pay range for this position is from $25.00 to $31.00 per hour, contingent upon relevant education, experience, and industry-specific certifications. This specified range is determined by the tier associated with the job posting. However, should the employee be classified under a different tier, the compensation may fall outside the stated range.

WHAT YOU WILL DO: 
  • Provide Environmental Compliance and construction oversite on transmission Site Development and Linear Transmission Line construction projects.
  • Provides Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
  • Performs all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
  • Interprets complex plans and drawings.
  • Responsible for attending pre-construction meetings, constructability meetings, and status meetings as directed.
  • Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
  • Manage and oversee site development crews. Responsible for providing oversight to sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
  • Monitors and reports to Project Management on status of construction units estimated and actuals billed to date of project.
  • Assure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc.
  • Document pre- and post-work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration.
  • Observe that wetlands & sensitive areas’ identification are in place and that the vegetation management crews are aware of them prior to entering such areas.
  • Assist in developing recommendations on future R-O-W maintenance requirements.
  • Communicate daily with the utility client, contractors, landowners, and the general public.
  • Perform duties in a manner that will promote and maintain good public relations.
  • Assume other duties and responsibilities as assigned.

WHAT YOU NEED TO HAVE:
 
  • Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a degree related to these fields.
  • 1-5 years’ experience in Site Development work, permitting utility construction.
  • Must have solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction Generic Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections associated with these permits and plans.
  • Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), or a similar competency program to conduct all routine compliance inspections in the state of application.
  • Desire to work outdoors in various weather conditions and terrain.
  • Strong public relation skills/ability to interface with the public.
  • Willingness to work alone.
  • Basic computer skills.
  • Valid driver’s license.

WHAT WOULD BE AMAZING TO HAVE:
 
  • Substantial amount of background in the Electric Transmission Construction, Pipeline, Utility field.
  • Stormwater Pollution Prevention Plan (SWPPP) book knowledge.
  • Previous construction crew oversight experience.
  • GIS Experience.
  • Strong knowledge ANSI Z133 safety standards.
  • Having a military background is a plus.
  • Bi-Lingual speaking (English and Spanish) is a plus.
Working Environment 
Work alone in an outdoor field environment; vehicle and foot patrol of utility power lines; remote locations as well as urban, city environment; physical demands and travel from site to site, including walking/hiking on various surfaces including flat, dry, wet, slippery, uneven, rough, steep terrain, hills, and slopes; exposure to noise, dust, grease, and all types of weather and temperature conditions; exposure to hazardous traffic conditions. Physical 
The team member must have sufficient physical ability and mobility to work in a field environment; to walk up to 10 miles per day, stand, sit, and operate a motor vehicle for prolonged periods of time; to frequently stoop, bend, kneel, crouch, run, crawl, climb, reach, twist, grasp and make repetitive hand, arm and shoulder movement in the performance of daily duties (e.g., forcefully beat down brush); carry, push and/or pull light to heavy amounts of weight, frequently lift up to 10 lbs. and occasionally lift up to 60 lbs. (sandbags); to operate assigned equipment and vehicles; ability to verbally communicate to exchange information with public; ability to see and hear in normal range with or without correction; operate assigned field equipment, including handheld computer, range finder, fyrake, water backpack, shovel, and traffic cone.
